Is it permitted to breed a brown recessive to a Black/Landseer recessive, or is it possible that any Landseer would be brown and white?

I have a breeding pair, both from a German kennel, where all of the parents of my two Newfs tested free of cystinuria. In America, should I still test both of the breeding pair? Who does the official test? Bruce
