Dear Newf Enthusiast:

Please take the time to read through this information and send comments to OPPOSE this proposed legislation.
We ask that you do this in two ways -
1) send comments to the Federal Docket and
2) sign the AKC's petition.

Comments to the Docket
Your comments may be sent in a letter or uploaded directly by July 16, 2012. It is very important that the government hear from you whether you are a breeder, exhibitor, or someone who has a dog as a family pet. This is the second of two proposals at the Federal level that could have a negative impact on Newfoundland enthusiasts. There have been over 1000 comments already submitted and posted for the public to view. It would be wonderful to add your comments to those already sent.

Your comments will be publicly posted. Please be clear about your position while being respectful.
Here is what the proposed rule would do:
The US Department of Agriculture USDA would expand licensing requirements to include dog breeders who were formerly exempt from licensing. Those newly covered would be subject to the USDA requirements for licensing, inspections, and specific kennel structure requirements. The requirements are not only unreasonable for the breeder who raises puppies in his/her home (for example, only non-porous surfaces that may be disinfected) but they also are not appropriate for well-adjusted puppies intended to become members of families (for example, prohibiting the puppy's exposure to other adult dogs until they are at least 4 months of age.)
The proposal would exempt breeders
1) who keep 4 or fewer "breeding bitches",
2) who sell their pets directly to consumers from their property and
3) only if they sell only those pets they breed and raise on their own premises
But
even if . . .
you do not have more than 4 bitches at your premises, you could surpass this threshold by co-owning the puppies you sell.
you usually sell puppies to people who come to your home, you would require licensing if you ship puppies to anyone (even if they are people you have had long-standing relationships with).
most of your litters come from bitches where the puppies are raised at your home, litters you co-own through stud services would cause you to need to be licensed.
you have a well established breeding program, you likely sometimes bring in a new bitch from another breeder. Selling puppies from the bitch you purchased will cause you to fall under the new regulations because she wasn't born on your premises.
This proposed rule would adversely impact the purebred dog world.

AKC Petition
The American Kennel Club has created the Join With the AKC to Protect
Responsible Small Breeders petition in response to the U.S. Department
of Agriculture (USDA) new proposed regulations which would create harsh
and unintended consequences for responsible small and hobby breeders in
this country. Please join us by signing the petition before July 16 when
the public comment period to the Animal Care Division of the USDA’s
Animal Plant and Health Inspection Service ends. The petition, along
with AKC’s comments on the proposed rule change, will be sent to the USDA.

Support AKC’s comments to the USDA regarding the new proposed rule
change (RIN 0578-AD57) to the Animal Welfare Act at

www.akc.org/petition.

The AKC shares the USDA’s concern about substandard Internet puppy
sellers that operate outside the current regulations. However, under the
proposed regulations to redefine “retail pet store,” breeders who
maintain more than four “breeding females” and who sell even one puppy
sight unseen, by any means (including online, by mail or by telephone),
would now be regulated as commercial breeders by the USDA. The effect of
these proposed regulations would be to take away the public’s
opportunity to obtain puppies from some of our nation’s top breeders who
in many cases, have dedicated their lives to breeding for health, breed
type and temperament.

“We encourage you to sign this petition in order to alert the USDA that
a ‘one size fits all breeders’ type of regulation is not in the best
interest of purebred dogs, especially rare breeds, and those looking to
add a puppy to their family,” said AKC Chairman of the Board Alan
Kalter. “By signing our petition and posting your comments it will
demonstrate our combined commitment to the continued breeding of dogs by
responsible small and hobby breeders throughout this country.”

conditions of dogs policy and has conducted more than 55,000 inspections

SCNC sent me a link to sign a petition, which I did. In there effort to go after puppy mills, they are going to effect the good breeders unfortunately.

I'm not surprised. In an effort to go after snake owners who are clueless, they have destroyed a multimillion dollar (if not more) industry and hope to ruin it further.

All I've been seeing lately has been crappy moves by our government/agencies to half-ass fix problems by posing blanket laws and wiping their hands of it because it's the "easier way".

Then one day they will come back and say "what happened to all the tax dollars we were getting from the businesses/breeders/honest people" and we'll just shake our heads and say, "you did it to yourself".

In addition to making it hard on Good Honest Responsible people, they are also well on their way to adding to the crippling economy.

GO US! Time to move to Canada! Whose with me!
