I have decided to let him rest where he is. There is a plaque over his grave that says "Beloved Pet" and I'm going to take the advice given and plant a bush or two on the grave, so that I can take one with me when I move eventually. Scooter was the best, funniest, most lovable dog. This picture about captures him perfectly:
