I must be the luckiest NNer here. None of my 4 counter surf and neither did Sam or Thunder (RIP my dear ones). I think the adults teach the new puppies. I have had meat thawing in the sink and an open biscuit box on the floor (huge box) and they would sit by the box, if I'm in the kitchen, waiting patiently until I reach into the box and distribute one each. Then they wander off, satisfied. None of them go into the swinging top garbage either.
