Just thinking out loud here Angela.... if the hair is growing back where they did skin biopsies wouldn't this mean that something was attacking the follicles, biopsy removed it, and now the follicles in that area are trying to get back to normal....? Merck manual points to- endocrine diseases.. autoimmune.. lupus...cushings...addisons....protein deficiencies....nutritional deficiencies... Anything different with his toenails, pads, eyes, ears or mouth...? I'm sorry you have to go through this!!

Alopecia

This sounds like cushings. How old? It generally affects older dogs. They must be tested for this disease, and it is a lengthy and complex test. It does sound like the adrenal gland is involved. Excessive thrist, and rat tail are typical. Tummy will get bloated. Hoping for the best!

Because no one's mentioned it, I'll throw out a couple of rather esoteric genetic disorders that might be worth researching.

Canine Follicular Dysplasia has similar symptoms to what you describe but typically appears at a younger age.

Color Dilution Alopecia occurs among grey Newfs. Do you know if your Nicholas is grey recessive?

This site might help: http://homepage.usask.ca/~schmutz/Newfoundland.html

Skin problems can be frustrating to diagnose and treat. Good luck!
