Security settings on Windows 7 or 9

I see mine updated to nine recently, well, i am having all sorts of trouble getting photoshop out of my system, even with a program specific for removing other programs. I cannot access it even as administrator because i am not authorized.
Nothing irritates me more, or makes me more angry then all this security BS that i do not need on my computer. So, can anyone tell me step by step how to make me the ADMINISTRATOR which i already chose for my name and still i am getting the error! I went and googled this and followed all the information and still i cannot get photoshop out so i can reinstall it. Right now i am waiting for my external hard drive to verify what it backed up, and, i am hoping to go to a restore point as close to the date i originally installed PS in hopes that that will work, but, i had recently defragged and think i may have chosen to delete all restore point history. GRRRRRRR

I'm not much help, but I have done a restore in the past and that was a big mistake. It didn't properly load things that were necessary to make the computer run and I had to have the whole thing reloaded. I lost everything. The PC guys told me to never do a restore. Hope that you can get some answers. It is always frustrating when you can't get things that way that you want them to be!

Padkins, so far i am lucky. I went back to April with the recovery date. I think if you go back to far maybe that is where the issues come in?
