Not sure how to handle this?

Panda is entered in obedience on Sunday. She is in heat. She can't compete, is this correct? If this is correct can I still contact the super to see if I can swap Lucy for Panda? They are in the same class. And if not do I get a refund?

That's correct, Panda cannot compete if she is in season. I don't know the answer to swapping Lucy, I've never been in that position, but it certainly wouldn't hurt to contact the super and just find out.

Let us know the answer to that, inquiring minds want to know!

As for a refund, that's up to the show giving club, and may say so on the premium, but most of the times it's no refund. If the premium doesn't state it, again it doesn't hurt to contact show secretary to find out.

A bitch in season is not allowed to compete in obedience, rally or agility. They can compete in conformation. Unless specified in the premium not refund is given for a bitch in season even with a vets letter. If the premium specifies a refund is allowed, they usually require proof from the vet.

You are not allowed to substitute dogs.

I doubt they will allow a swap, but contact them about a refund. Even if the premium says no refunds they still may if you contact them.
There was a show in Fargo during the flood and the premium said no refunds for "acts of God", but they refunded the whole amount for the canceled trials. I know, different circumstances, but it won't hurt to try!
