New/old issue with biting/jumping

Taver is really good about jumping up and about not using his mouth much. We went through some rough times at 6-9 months with him thinking I was the best chew toy ever. He still jumps up on me every great once in a while when he's really over excited but gets off right away and doesn't repeat it so I'm not too fussed about it. Time and practice will cure this.
However (big however), today was 90 deg, and the pool looked inviting so I got in. He was all over me. I don't want to teach him not to grab on to an arm in the water or to not save someone. But how on earth can I teach him to swim WITH handler vice ON handler? And no I'm not drowning you silly dog.

Yelping just excites him, I ended up with a combo of turning my back/timeouts and last resort breath spray to curb him on land. I'm not sure if that will translate well in the water. Passing a water test isn't that important to us, but I'd like to try, and at the least I really want to be able to swim with him.
