Looking at last year's topics, it looks like it's geared toward veterinarians rather than breeders.

I think it would be appropriate for breeders and fanciers. The conference is listed as "Open to Owners, Breeders, Enthusiasts" at: http://www.tufts.edu/vet/ce/events/ and Dr. Bell does a great job presenting technical information in a clear and easy to understand way. I don't believe the Tufts' conference to be any more technical than the AKC CHF National Parent Club Canine Health Conference or other breeder symposiums I've seen.
